Your life is something you have accepted to give and just like the military there are rules of engagement and one of those is the means to cause harm, someone that may have a weapon doesn’t fill this requirement in the least bit. Even if he was reaching for a weapon (he wasn’t as no weapons were found at the scene) they shouldn’t engage until at the very least they see it but in reality until he motions to use it.
